Introduction

The Japan Airspace Safety Monitoring Agency (JASMA) is a combined organization for airspace safety monitoring in Fukuoka Flight Information Region (FIR), it consists of two parts, the Regional Monitoring Agency (RMA) and the En-route Monitoring Agency (EMA). The RMA monitors the implementation and continuing operation of Reduced Vertical Separation Minimum (RVSM) in designated airspace using a vertical Collision Risk Model (CRM). The EMA also monitors the implementation and continuing operation of Reduced Horizontal Separation Minimum (RHSM) in designated airspace in both the lateral and longitudinale dimension, using a horizontal CRM.

The RMA had been operating for several years in coordination with the Regional Airspace Safety Monitoring Advisory Group (RASMAG) and was approved formally in September 2007 of the Asia/Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG), International Civil Aviation Organization (ICAO) Asia/Pacific Region. In September 2011, the function of the organization has been expanded to include EMA function and has also changed its name to the JASMA with APINPIRG approval.

The organization, now called as JASMA, has been operated by the Civil Aviation Bureau (CAB), Ministry of Land, Infrastructure Transport and Tourism-(MLIT)- Japan. The Air Traffic Control Association Japan (ATCA-J) has been supporting some complementary parts of its operation in close coordination with JCAB on contract basis.
